AVC RC TO CREATE REFEREEING STRATEGY ON REDUCED BUDGET – Asian Volleyball Confederation

Bangkok, Thailand, February 28, 2018 – The AVC Referees Committee at the Dusit Princess Srinakharin Hotel in Bangkok have reached a key agreement over the sustainable development of Asian referees by maximising young referees’ learning experience and potential on a reduced budget.

The two-day meeting was chaired by the AVC RC Chairman Mr Songsak Chareonpong, himself Member of the FIVB Rules of the Game and Refereeing Commission, with Secretary Mr Takashi Shimoyama and highly-experienced Members including Mr Chang Chin-Jong, Mr Kim Kun Tae, Mr Chang Chi Ming Thomas and Mr Dean E. Turner in attendance.

After the opening speech by Mr Songsak, the meeting started with the approval of the Minutes of the previous AVC RC Meeting in Bangkok last year and the decisions made at the AVC Board of Administration Meeting last May.

The annual AVC RC Report, which comprised both volleyball and beach volleyball, said Mr Songsak, was sent to the FIVB. Over the years, efforts have been made to rationalise the work of the Committee, concentrating on rearranging its agenda and improving its organisation of work by means of referee coaches and seminars. Refereeing development in Asia has been improving in leaps and bounds and it’s likely that such a development is on the right track for a brighter prospect of Asian referees.

After that, the Members reported on the activities held in their Zones and the Referee Delegate in charge of the Asian Championships and the FIVB tournaments in 2017 commented on the competition matters in both categories – indoor and beach volleyball.

The meeting attendants were informed of the FIVB Rules of the Game and Refereeing Commission Meeting recently held in Lausanne, Switzerland and realised the fact that the AVC have been influenced by the drastic changes in the FIVB structure and the shortage of the financial support also affected the AVC’s development projects, referee and coaches courses. Still, the AVC RC tried their best to keep hopes on organising the Asian Refereeing Candidate Course alive because such courses will help improve and develop the national volleyball referees to become AVC Referees in place of the retiring referees in the near future.

A referee development program is likely to be set up to prepare young, potential referees for Asia and help them foster skills and instil values. Aside from being well-qualified, these future referees should realise the AVC’s plan for continuing the FIVB referee education of 2018 E-Learning. In addition, they should have fair speaking and writing English skills to meet the requirements set by the FIVB.

In the meeting, informations had been thoroughly discussed on the new AVC competition format which will come into effect at all Asian Championships this year, while the newly-launched Volleyball Nations League and the FIVB Challenge Cup had also been presented.

The list of referee categorisation for volleyball and beach volleyball, international candidate referees for beach volleyball and volleyball from 2013 to 2016, the list of active international beach and volleyball referees in 2018 as well as policies for referees and Control Committee assignments for FIVB and AVC competitions had also been brought for consideration and discussion.
