BANGKOK, Thailand — The Asian Volleyball Confederation (AVC) Board of Administration has reaffirmed its full confidence in AVC President Ramon Suzara and its commitment to institutional stability and good governance following a communication submitted by the Philippine National Volleyball Federation (PNVF).
In a memorandum dated May 27, 2026, the AVC Board reiterated its recognition of AVC President Ramon Suzara as the legitimate and duly-elected President of the Confederation, citing the significant progress achieved during his tenure, including strengthened governance structures, expanded development initiatives, increased international visibility, the successful delivery of major continental events, and closer collaboration with the Fédération Internationale de Volleyball (FIVB) and AVC Zones.
The Board further emphasized that AVC remains governed by its Constitution, established governance framework, and democratic electoral processes, while reaffirming its commitment to ensuring the continued stability, growth, and development of volleyball throughout Asia.
Following its review of the communication submitted by the PNVF, the Board stated that there is no statutory basis for unilateral action against the office of the AVC President by a single National Federation.
In a memorandum addressed to PNVF President Anthony N. Liao, the AVC Board stated that the office of the AVC President derives its mandate directly from the AVC General Assembly and the collective membership of the Confederation. The Board noted that the Presidency is distinct from general Board appointments and is not dependent on the continuing endorsement of any individual National Federation.
The memorandum further stated that neither Article 18 of the AVC Statutes nor the AVC General Regulations provide any authority or procedure allowing a domestic National Federation to remove an elected AVC President.
The Board also referenced the FIVB Constitution, citing provisions that govern the removal of elected officials and noting that the President is expressly excluded from removal through withdrawal of endorsement by a Confederation General Assembly. According to the memorandum, this provision reinforces that the PNVF communication cannot affect the mandate or authority of the AVC President.
The Board further emphasized that AVC remains governed by its Constitution, governance structures, and electoral processes, and does not support the notion that a single National Federation may unilaterally determine or destabilize AVC leadership.
As part of the procedural measures outlined in the response, the Board noted that President Ramon Suzara was fully recused from the handling, review, and issuance of the memorandum. The response was issued solely on behalf of the AVC Board of Administration.
The Board also stated that it would formally communicate its position and the memorandum to the FIVB for institutional record and clarification.
The memorandum was issued by AVC Secretary General Hugh Graham with the approval of the AVC Board of Administration Members.
